Are arrangements entered into between a licensee and a payment acquirer captured by the term “player funds account” as defined in the Gaming Definitions Regulations (S.L. 583.04)?

Yes, reference to “account” shall not necessarily refer to a payment account. In this regard, acquiring services shall still fall within scope of a player funds account since player funds and/or prize float may be kept by the payment acquirer for a short span of time until settlement is effected into a payment account.
